Subject: Consistent Educational Resources Vendor of Record (VOR) Tender (21453)

The Ministry of Education is providing school boards with access to curriculum-aligned classroom resources to support educators in delivering the Ontario curriculum. The ministry is pleased to share that, following a competitive procurement process led by Supply Ontario, Nelson Education Ltd. will provide classroom resources through its Edwin platform, which is being made available to all Ontario classrooms. This memo provides information for school boards to access Nelson Edwin through the newly established Consistent Educational Resources/ Ressources pédagogiques standardisées Enterprise Vendor of Record (VOR).

Beginning in the 2026-27 school year, as outlined in the Core Education Funding: Technical Guide for School Boards, 2026–27, which can be found on the Education Funding webpage, funding is provided through the Consistent Curriculum Resources amount within the Learning Resources Fund (LRF) – Per Pupil Allocation to support school board agreements with Nelson Edwin through this VOR. This amount can only be used for this purpose and is in addition to Core Education Funding for textbooks and other learning materials.

All school boards must procure the Edwin platform and use its classroom resources in instruction. School boards may continue to use other supplementary resources and programs, as needed, in addition to those provided through the VOR using other funds available in Core Education Funding.

Where a French-language school board or English-language separate school board determines that different resources are needed to meet denominational and/or linguistic needs of Catholic or French-language schools, this funding may be used to purchase resources outside of the Supply Ontario VOR.

To access the Consistent Educational Resources/ Ressources pédagogiques standardisées VOR:

  3. Look up Consistent Educational Resources
  4. Read Available VOR Documentation

The ministry and Supply Ontario are holding online information sessions to support school boards in procuring the resources on the following dates and times:

  • Thursday June 25, 2026 from 10 AM to 11 AM (English Session)
  • Thursday June 25, 2026 from 2 PM to 3 PM (French Session)
  • Friday June 26, 2026 from 11 AM to 12 PM (English Session)

School Board procurement leads will receive invitations for the above listed sessions. If your procurement lead has not received an invitation by end of day on June 23, 2026, please email copsupplychain@supplyontario.ca. Further information sessions may be held as requested.

Nelson Education Ltd. and Supply Ontario are holding online demonstration sessions of the Edwin platform on the following dates and times: 

  • Friday June 26, 2026 from 10 AM to 11 AM (English)
  • Monday June 29, 2026 from 10 AM to 11 AM (French)
  • Monday June 29, 2026 from 1 PM to 2 PM (English)

Register for the demonstration sessions.

Further demonstrations may be held on as needed basis.

This investment ensures teachers have access to consistent high-quality learning resources across subjects and grades. It also supports the ministry’s commitment to providing students with consistent educational experiences that set them up for academic achievement and future success.

The ministry will be engaging regularly with Nelson Education Ltd. and school boards to understand usage and the impact on student outcomes.

Recent amendments to the Education Act strengthen the Minister’s authority to establish policies respecting the use of educational materials to support more consistent and effective learning experiences for students. Over the coming months, the ministry will be updating Ontario Schools policy on the use of educational materials in classrooms.
