Overview
We have developed a Supervisory Officer's Program (SOQP) that will prepare candidates for province-wide context and administrative leadership roles in all types of school systems.
Our program will build candidates’ understanding of system leadership based on foundational principles of anti-oppression, anti-Black racism and anti-Indigenous racism. Plenary sessions and panel presentations focus on strategies for developing culturally responsive leadership and decolonizing system level practices, processes and policies in the context of the system leadership role.
We strive to offer open and safe spaces for discussion and learning within our mentor groups, our whole group discussions and through different strategies, including an affinity space.
We acknowledge the importance of and aspire to meet the unique needs of candidates.
Module Information
Each module is 50 hours in length (including 25 hours of in-class time) and will incorporate different aspects of current theory and research, such as
- academic, scholarly and theoretical research
- action research
- alternate dispute resolution
- anti-oppressive and anti-colonial leadership
- change theories
- culturally responsive leadership
- empirical, practical and applied research
- global trends and other related studies
- inclusive processes at the system level
- leadership for equity of outcomes
- leadership models
- psycho-social research and
- reflective practice.
Candidates will examine various information and communication technology systems and their potential for
- communication tools
- current and emerging technologies as instructional, administrative
- implementation in school systems and
- the impact of technology on teaching, learning, and leadership.
The SOQP must be completed within five years of the initial start date. It is the candidates responsibility to ensure all requirements are sucessfully completed within five years to receive certification.
Modules 1 - 4 may be completed in any order. The practicum proposal may be approved only after a candidate has successfully completed two modules.
Module 1 - The Personal Perspective |
Candidates will further develop and apply their personal leadership resources within the context of system leadership. The focus is on understanding the interaction of the personal and professional ethical self and the need for ongoing reflection and learning. The focus includes building candidate capacity to establish and sustain a broadly shared mission, vision and goals. |
Module 2 - Leadership and Organizational Change Perspective |
Candidates will integrate theory and practice as it relates to creating system coherence, leading the instructional program, building staff capacity for evidence-informed decision-making, providing job-embedded professional learning and nurturing productive working relationships with staff and stakeholders. The focus is on understanding leadership and management from a system perspective. |
Module 3 - The Provincial Perspective |
Candidates will expand their knowledge of legislation, policies and structures that provide the framework for ethical and legal decision-making in education in Ontario. The focus is on applying this knowledge to complex issues that arise given the complexity and diversity of Ontario society. |
Module 4 - The System Perspective |
Candidates will acquire and consolidate knowledge of policy governance, systems thinking and provincial and district vision as the foundation for building relationships and developing human resource capacity for realizing system goals. The focus is on understanding the supervisory officer’s role in the design and implementation of the strategic plan and organizational culture. |
Module 5 - The Leadership Practicum |
The practicum is a culminating exercise designed to demonstrate the candidate's leadership attributes and ability to integrate and apply their learning from the four modules at a district school board level. It involves a significant practical project, within a district school board or other educational setting of a similar nature, that incorporates knowledge, management and leadership of program, personnel, finance and facilities.
The duration of the practicum will be a minimum of 50 hours (there is no in-class time for the practicum). Supervisory officer candidates, in consultation with their SOQP mentor/instructor and a district practicum mentor, identify a specific leadership project related to the role of supervisory officer to which they apply appropriate legislation, school board policies and related research or theoretical concepts to a system setting. The practicum proposal may be approved only after a candidate has successfully completed two modules. |
Admission Requirements
Candidates will be accepted based on the submission of full documentation as required by Ontario Regulation 176.10 and Regulation 309 (as amended by O. Reg. 182/97).

Micro-credential Badges
What is a micro-credential badge?

official recognition for completing a defined set of competency-based learning opportunities
- specialized learning experiences designed to recognize learning obtained from a particular module and allows for the flexibility of taking one module or taking multiple modules towards the SOQP AQ micro-credential certificate while promoting lifelong learning and skill development.
Upon successful completion of a SOQP module, you will receive your micro-credential badge in a digital format. A blockchain digital micro-credential is a tamper-proof and verifiable credential which stores information such as the issuing institution, the date the module was completed and the learning objectives. Upon receiving your micro-credential badge, it can be added to your resume, social media, LinkedIn profile and easily shared with current or prospective employers.

Starting December 1, 2023, the OPC will be issuing micro-credential badges to all candidates who successfully complete a SOQP module.
Pre-module Work
There is pre-work that will need to be completed in advance of the program start date. You will receive an email with access to our Canvas Learning Management System (LMS) within four weeks prior to the official course start date as all pre-module work must be completed prior to the synchronous session occurring. It is important that you follow the instructions and access the LMS to review the pre-module learning expectations. Module 4 includes an Equity, Diversity and Inclusion (EDI) section for completion and all other modules include program-specific tasks designed to help candidates reflect and prepare for productive conversations and participation.

Refund Policy |
A full refund is available if you cancel up to two weeks before the start date, less a $50.00 non-refundable registration fee.
A $250.00 refund is available if you cancel one week before the start date.
There is no refund for cancellations after the start date.
A full refund applies when a session is cancelled due to low enrollment. |
Ontario College of Teachers Act |
All qualifications and degrees submitted by an applicant to the Supervisory Officer's Qualification Program must be valid under the Ontario College of Teachers' Act and O. Reg.184/97 as amended by O. Reg. 374/08, made under the Ontario College of Teachers' Act. The Ontario Principals' Council will use its best efforts to and evaluate all of the applicant's qualifications to ensure that they meet the requirements established by the Ontario College of Teachers and the Ministry of Education for admission to the Supervisory Officer's Qualification Program. However, the Ontario Principals' Council shall not be responsible or liable for any loss, claims, harm or damages whatsoever, including (without limiting the generality of the foregoing) any direct, indirect, incidental, special, punitive or consequential damages, arising from or incurred or liability in circumstances where the Ontario College of Teachers exercises its discretion under O. Reg.184/97 to refuse to recognize the degree(s) and/or qualifications earned by the applicant as sufficient for enrolment in the Supervisory Officer's Qualification Program, even where the applicant has paid for and completed all or a portion of the program. |
Program Resource Access |
All program content and LMS access will be available to candidates four weeks in advance of the program and will remain active until six weeks after the end of the program. Following this period, candidates will no longer have access to assignments, conversations, resources or other content related to the program. Please save any information that you would like to retain during the timeframe that you have access to the LMS. Limited extensions to program access will only be granted under special circumstances, as approved by the Registrar or Director of Professional Learning. |
